Okay, maybe my assumption was wrong when I added the packages to the EPP p2 repo a few minutes ago...
My thinking was based on the assumption that nobody uses the /releases/2019-03 yet, but obviously that was wrong.
It should resolve itself, once /releases/2019-03 is populated with the M1 content in the next hour.

Yes, that repo is completely bogus at this point with incorrect child
counts and only a pointer to the EPP repo, which was also completely
bogus bug Markus already fixed that. I assume that some point today it
will become unbogus when it references
http://download.eclipse.org/releases/2019-03/201901181001 as a child.
