When I check the WB site listed above (http://download.eclipse.org/windowbuilder/WB/release/20180906) I see:

Moved to archives
It appears this content was moved to the archives. You can try accessing this URL instead:

    http://archive.eclipse.org/windowbuilder/WB/release/20180906



The change that uses that URL was quite recent and did validate at the time (https://git.eclipse.org/r/#/c/128832/).

Any ideas?
