I have already checked and doublechecked all that.

I tried flipping back to https and got a different message this time:

Can't connect to any repository: https://wjongman@xxxxxxxxxxxxxxx/r/a/www.eclipse.org/nebula (https://wjongman@xxxxxxxxxxxxxxx/r/a/www.eclipse.org/nebula:
One or more refs/for/ names blocks change upload)

I cloned the repo fresh again but it the problem persists.

I have filed Bug 536873 - Can't push to nebula website

you should be able to push using the https or ssh URL if your user is a member of the
ldap/technology.nebula LDAP group which should be the case if you are a nebula committer.
Permission settings for nebula repositories are defined here

if you are using ssh your public key needs to be uploaded here
