Our database servers were hosed; we're
looking into this.
Seems there was a huge influx of traffic
at that time.

You may be right.
The HTML of https://www.eclipse.org/downloads/ is decorated with with
"Unable to connect to the database server at this time" errors. So may
be some central piece of infrastructure that's dragging everything else
down.
