I believe you have to be added to the org on github.com by an administrator of the Eclipse organisation on github.com. Committers on Eclipse projects hosted on github.com (instead of foundation's own infrastructure) need to be members so they can be added to the relevant project permissions.
I have no idea about automation of it, perhaps someone manually has to do the last step. Or perhaps you are only added if you are a committer on one of those projects?
