While I don't know if "restarting" will fix the issue, just thought I would mention that I have not seen "restart" work for a very long time.
(Even though it "acts like" it does on the account page.)

But what does work, for me, is to "stop" the server. And, then "start" it. [Not sure if you meant "restart" literally or not or if this is common knowledge.]
