[cross-project-issues-dev] Neon RC2 is complete

We have "turned on" the repositories
for Neon RC2 (which is now a composite of RC2, RC1, and M7). 

The EPP packages will be waiting a bit
for some more mirrors to replicate, and 5 more package maintainers must
give their +1 -- but, they should be available later this afternoon, AFAIK.
