Yes that is a true statement.
I will convert to Tycho after this release is done and move it to full Eclipse build that is accessible to the community.

It is only the build system.  It is custom system we wrote to build our software when were Instantiations.  That code was never moved to Eclipse. I plan on moving to Tycho as soon as this release is done.
