[cross-project-issues-dev] Mars RC3 is now available

Mars RC3 is now available in the built-in
repository of .../releases/mars (along with RC2 and RC1 as well, since
a composite site). 

The EPP packages are available (or,
will be soon) at 

https://www.eclipse.org/downloads/index-developer-default.php

I believe there are still a few packages
waiting for +1s from their maintainers. 

Thanks to all for making this next-to-last
release candidate available ... one to go! 
And, as an early reminder, next week
we do not make RC4 available in the usual ways, since that is (most likely)
THE release, 
so we do not want to pre-release, but
instead wait until quiet period is over, and officially release on Wednesday,
June 24th.
