while the menu item could (and probably should) point to the latest downloads I would say the specific download link (the item with the tetrahedron in the Kepler book) should definitely point to the Kepler download area

Here is a link to all the old downloads [2]. I guess you could raise a bug to change this, but for the 'average' person who stumbles upon an Eclipse release, we may want to point them to the latest stuff, but I'm sure we could debate that. :-)
