That's the purpose of activities ( http://help.eclipse.org/juno/index.jsp?topic=%2Forg.eclipse.platform.doc.isv%2Freference%2Fextension-points%2Forg_eclipse_ui_activities.html ) but it requires some effort for projects to correctly support them, and some effort for end-users to correctly enable them.
IMO, a well-packaged-and-configured IDE is easier for both producers and users.
