Yes, you can fix about.html files, etc., for RC1 (there is no RC0 ... though used to be and I still hear some old-timers use the term).

So, yes, you can do for RC1, but are you saying your whole plugin/feature is missing from "staging", if so, that's something else. Something much worse.

Hey, 

yesterday I noticed that one of our plugins didn't have an "about.html" file and it didn't have "Eclipse.org" as a vendor name. Is this why it didn't get promoted to here? I applied and committed the necessary changes but I still need to ssh to build.eclipse.org to upload the new version of the plugin but I can't because the connection times out every time. I understand that i can still do that before RC0. Is that correct?
