It's not quite the same thing, but I found it helpful to simply reference a
bugzilla report for the release from the release record.
So for instance... release record for Sapphire 0.6 release...
http://www.eclipse.org/sapphire/releases/0.6/
Has a "Bugzilla" link that leads here...

It's a nice summary of the release and if you want more detail, you can
always drill down.

This is likely an odd/weird question coming from me, but the Babel project
is preparing for a tools release soon and the committers are wondering if
there is a mechanism to generate release notes from Bugzilla.
Any ideas on this subject would be helpful.
