[cross-project-issues-dev] Generating release notes from Bugzilla

This is likely an odd/weird question coming from me, but the Babel 
project is preparing for a tools release soon and the committers are 
wondering if there is a mechanism to generate release notes from Bugzilla.

Any ideas on this subject would be helpful.
