 No ... I always wait 15 minutes, try again, and then notify webmaster (or
 open bug) ... I have a vague memory it might sometimes help to shut down
 your eclipse and restart (that some rogue Eclipse SSH connection keeps it
 locked?) .. but vague memory.

restarting Eclipse did the trick, then I could submit my change

So finally the final EGit 1.3 build is submitted and waiting for 

the aggregation build  ;-)
