[cross-project-issues-dev] jsp 2.2 and servlet 3.0 updates

I have updated the manifests for the bundles of our jsp 2.2 impl
(reference impl from glassfish), the jsp-api 2.2 and the servlet 3.0
to be minimum java version 1.6

I don't see how that will mess anyone up since that is what is
required to use them regardless, but I figured I ought to drop a note
here _just_ in case someone is pulling these in and this messes
someone up.
