[cross-project-issues-dev] Small tweak to Indigo SR2 weekly rhythm

Based on a few discussions and Planning Council meeting of 9/7/2011, it has been decided to tweak the weekly "due dates" for +n contributions by one day (earlier), so that the drop window for maintenance is Friday-to-Friday, just like it is for the main (Juno) development stream, instead of Monday-to-Friday. This was thought to be less confusing (to have the same day of week to drop on), and it makes it easier to get EPP packages done during normal work hours. (And, seemed to match what a lot of people were doing anyway). But, it will mean many teams will have to update their project "drop to common repo" schedule by one day.

GA: 2/24/2012 (fourth Friday of February)

Rampdown similar to SR1. Updated 9/26/2011. Tweaked due dates by 1 day, so the weekly cycle to be Friday to Friday, instead of Monday to Friday. This is so the "days of the week" match what they do for the main release stream, to be less confusing. Plus, to make it easier to get the EPP packages built and tested and made available first thing Friday, instead of blending with the weekend.
