Other projects could just say "use all project specific settings from 
project x". That would remove the need to copy the .settings folder.

+1. But more flexibly

Augment the "Enable project specific settings" by an "Inherit default 
settings from ..." with a project selection, so that a hierarchy of 
defaults and/or overrides is possible.
