This bundle is distributed by BIRT. It’s an empty bundle and
should be excluded from packaging. We have removed this bundle from birt p2
repo.
Changes have been committed to the helios build file.

Xtext build is ready. Unfortunately Helios aggregator is currently
running https://build.eclipse.org/hudson/job/helios.runAggregator/225/
and may fail, cause updatesite content was replaced.
