[cross-project-issues-dev] Heads up on Buckminster Version Range Generat

In response to Jeff McAffer's posting about feature includes [1] we decided to make some changes to the defaults used by 
Buckminster with respect to version range generation. In short, feature *includes* will use a strict range (perfect 
match) by default and will no longer be affected by the buckminster.match.rule.default setting [2].

The new behavior is published to our update site and will be part of Buckminsters RC3 contribution to Helios.
