[cross-project-issues-dev] WTP Dali Project feature version change

This is a general notice to those who may be aggregating earlier Helios 
milestones.  The Dali Project has recently decremented feature versions 
for the following two features in M5:

org.eclipse.jpt.feature
org.eclipse.jpt.eclipselink.feature

The feature versions have changed from 3.0 -> 2.3.  This change does not 
represent a reduction in planned functionality.  It has been made to 
accurately reflect the version change experienced in the related 
plugins, which have not yet required a major segment increment for 
Helios.  Removal of these pre-M5 (3.0) Dali features may be necessary 
for those accumulating previous Helios milestones.
