[cross-project-issues-dev] 3.5.0 says updates available, then fails to u

We've started getting bugs about "trying to update 3.5.0 fails"

I'm guessing it's the delta in time between the metadata repos saying
"new content available" and the artifact repos actually replicating to
the mirrors?  I know we don't freeze the site while the mirrors
replicate any more, is this just something we have to live with?
