[cosmos-dev] Designs for ER 233690 and 231343

I have written designs for ER 233690 and 231343. I would like to discuss these designs in the data collection call on Tuesday. Please review the designs before the meeting.

CA initiated some requirements for these enhancements. Please let me know if these designs can address the intended use cases.
