Are you wanting to determine this programmatically,
or interactively?  

If the latter, just go to File >
Switch Workspace > Other... and your current workspace should be displayed
there.  

If you're wanting to do this in code,
the following probably works (n.b. I haven't tested this):

       ResourcesPlugin.getWorkspace().getRoot().getLocation()
