Hi Saurabh,

Could the Build/RE team do this work
en masse? That is, it sounds like an easy change and would probably be
faster if the Build/RE team made the changes and then asked plugin owners
to verify the changes. Is the Build/RE team overbooked or is there a technical
issue?

Hi, 

There is a bug (http://bugs.eclipse.org/bugs/show_bug.cgi?id=219632) open
against release engineering team which require plugin owners to fix the
Manifest file with version qualifier string. 
List of missing qualifier plugins has been posted on Bugzilla.
I request plugin owners to fix the manifest file.
