RE: [cosmos-dev] COSMOS User's guide - merging ER 218836 and 218844

As suggested for the COSMOS User's Guide, I moved document section 4.0 How to start a Data Broker and Data Manager under 2.0 Management of COSMOS Components. See graphic below.

This pertains to two items in the User Guide

218836 2.0 Management of COSMOS Components

218844 4.0 How to start Data Broker and Data Manager

I see 218836 covering the management, i.e. startup/shutdown/operation for ALL COSMOS components; if we agree with this stance, why do we even need 218844 ???
