[cosmos-dev] Data collection framework is now part of COSMOS build.

The data collection framework bundles
are now part of the COSMOS build.  The OSGI bundles are packaged as
eclispe plugins, to be installed in the eclipse workbench.  Thanks
to Jagmit Singh from IBM who did most of the work to integrate the code
into the build.  

Download the data collection framework
bundles from COSMOS-1.0.0-200705071300.  (http://www.eclipse.org/cosmos/downloads/?buildId=COSMOS-1.0.0-200705071300)

We will need to have some instructions
on how to run the framework.
