I am now ready to check in some build scripts into COSMOS CVS.  Can
I create a directory called "releng" under org.eclipse.cosmos
(at the same level as the subproject directories) and put the build script
module under it? 

Also, we will need features for COSMOS plugins.  If we want to follow
the TPTP directory structure, we need to create a directory called "features"
under each subproject directory, and put features under the "features"
directory.  Is everyone fine with it?
