Hi Andy,

In another way, you can use some Free COBOL compiler, 
such as OpenCOBOL(http://www.opencobol.org/).

In order to use OpenCOBOL from Eclipse COBOL IDE,
you have to modify the plugin. 
See the way in "COBOL Plug-in Developer Guide (Windows)"
 from the top page link.
