[cme-dev] Build Tests

Apologies for the empty message that escaped a moment ago.

We now have a single test to run before checkin: AllBuildTests (renamed
from MattsBuildTests at Matt's suggestion). It now runs exactly the same
tests that the automated build runs, provided you have all cme projects in
your workspace. (If you have other projects containing "tests/cases"
folders with AllTests classes in them, those tests will be run too.)
AllTestsForAllComponents is obsolete at last, and has been removed. A
launch file in the "run favorites" has also been checked in for
AllBuildTests.
