Current tracker is https://bugs.eclipse.org/bugs/show_bug.cgi?id=565690 .  It requires various changes to build tools (tycho), installer (p2), infrastructure, releng scripts and etc. Feel free to follow up on the bug or maybe even help.

So far I can't give you any estimate as I'm more tracking the underlying changes and others are focused on exactly the Mac Arm status.
