I have alternative proposal: we can use a folder inside repository, say
"docs" and put there asciidocs files.
This way we can have essential experience for documentation - with
issues, PRs , pipelines and so on.

Long time ago I tried using GitHub wiki in a project and had some problems; I don't remember details now, and things might have changed, but since then I avoided GitHub wiki; perhaps some more tests would be useful before moving to this solution.
It would also be useful to check what settings are needed in the GitHub wiki to allow contributions to the pages, and if these settings are available in the eclipse-cdt org, which I guess has stricter rules than our own orgs.
