[cdt-dev] download.eclipse.org and CDT 9.6 M1

Hi folks,

The download.eclipse.org has been done for a few hours now (see Bug 540161). While I have started to promote CDT 9.6.0 M1 for simrel 2018-12, I have not been able to verify that it works and complete the process. 

Once the download site is up and running and I have verified that it works I will be announcing properly and pushing the change to simrel.
