Not eclipse specific, but we have had very poor consistency with the gerrit triggers. Smells like a bug in the jenkins plugin but nothing more than a hunch.
I've had to use manual triggering to get the verify jobs to start for this patch [1] as well.
Do we know why the automatic triggering is sometimes broken?
