Well in a commercial environments everything tends to move more slowly in order to keep the existing functionality safe and sound and due to tight project planning.

Usually in R&D the stuff that is currently worked on is going to go to the customer in at least couple of months if not a year from now...

Also the customers of commercial companies are using products that are several versions behind the current state of affairs (too old OS, too old libraries...)

Just look at this the other way around...
I am not (yet) contributor to Eclipse, so it makes me a "customer" to Eclipse.
Now, from that point of view, I would rather stick with an older version of Eclipse which is proven to work, 
then to go for the latest-greatest version that might have a nice new feature but breaks other functionality (or makes the migration pain in the a**).

The things get even nastier if you are Eclipse "customer" but you deliver commercial products based on Eclipse.
Just having tight deadlines or simple prioritization of the project time, can lead to the fact that you simply 
do not upgrade your product until a real emergency or customer pressure exists...

I could go on and on, but I think you all got the idea...

I encountered users perfectly happy with Kepler. I have difficulties to understand this, and sometimes it makes me wonder why the struggle with all these new versions... :-(
