Bug 302305 - Migrate Move to Line and Resume At Line actions to use the asynchronous DebugCommandAction 

The above requires an API breaking change according to the bug.
For those in the know, using queries for our actions can cause deadlocks.
It would be nice to move those commands to an async model.

Anyone has time to look at this for M6?
