[cdt-dev] internal builders always rebuilds everything when parallel build is enabled

Hi,

I'm trying to figure out if https://bugs.eclipse.org/bugs/show_bug.cgi?id=199758 is still relevant. There are two different problems, one being that the internal builder always rebuilds everything when parallel build is enabled, and the other one is that pre/post-build steps are ignored by the internal builder when building in parallel.

The pre/post-build step problem seems to still be there and is easily reproducible on both windows and linux, but the rebuild-everything problem does not seem to be there anymore, at least not as far as I can tell. Does anyone know if it has been fixed intentionally? I have a vague recollection about Doug saying something to that effect during a EclipseCon CDT summit some year ago. :)
