[cdt-dev] Oomph setup for CDT

Hi,

I created a CDT setup file for Oomph and it is now available in the 
Oomph installer catalog. You can use the Oomph installer to setup your 
Eclipse installation and everything required to get started with CDT 
development (API baseline, target, etc). If you would like to try it 
out, instructions are available here:

If we are satisfied with it, we could change the "Getting started" 
instructions so that this is the recommended way for new contributors to 
setup Eclipse.
