[cdt-dev] Commit rights for Vivian Kong have been expired

Doug Schaefer has expired the commit rights for Vivian Kong (vkong).  The
reason for this change is:

Vivian has moved to a different team since coming back from maternity. I'd
like to thank her for all she's done for us over the years, especially for
me the help with releng and getting our CDT bits out the door.
