[cdt-dev] Putting final touches on RC2

Hey gang,

I'm helping Martin O separate out our native utilities so they can use them for TCF's new Terminals without having to bring all of CDT in with it. Marc has also put in the changes to use the common licensing IU to pick up a new (but small) change in the EPL and to keep us in sync with that with future changes.

Once that's all together, I'll run another build later this afternoon and put that up as our RC2 contribution for Luna. If there's anything else that needs to get in, let me know and I'll schedule around it.
