Wow, that's all it was! I downloaded the CDT 8.3 master zip and installed it from Eclipse thinking that was all that I needed.

fixed. I know I could do this all from the .xml file manually but the UI is
very helpful and I'm following along the MBS documentation that also
suggests using the UI.
