From talking to Paul W in the last few months, the platform UI team is really small right now and really swamped. A lot of things that used to work in 3.x simply haven't been implemented in 4.x yet because they haven't had the resource to get to them. E.g. activities were pretty broken up until recently.
Paul and the gang are doing the best they can with the resources they've got at the moment. If something is causing you pain though you should by all means let them know so hopefully they can prioritize everything appropriately. And if you find something new that hasn't been filed before, please do file it. If you can provide help to them in any way as well (patches, etc.) that will help, although the number of people that they have to review and commit them is small right now, so some patience will be required.
