Thread-topic: CDT Enabled for Kepler

This is mainly for the releng gang for projects that depend on CDT. I have just enabled CDT for Kepler (it was disabled for M1, boooo). It still pointing at our Juno milestone bits since we haven't blessed a Kepler build yet. Let me know if that's a problem.
