There was no C/C++ IDE (as found on the download page) built with 3.8. It was only built with 4.2.
In theory, you can download the 3.8 Eclipse platform (if you can find it) and install CDT 8.1 into it from [2]. I think there are some in the community doing that. CDT should be compatible with both 3.8 and 4.2.
