This is the view management feature, and registers and memory
view are
associated with CDT.  As long as you close the view while you are
debugging, it should not open, as long as you have the "Do
not open..."
option checked on the Run/Debug->View Management page.
If I turn off the feature entirely, the view no longer opens,
but the "Do not open..." option does not seem to do anything
(even after I press Reset).  This should be reported to platform,
right?

I close it manually, and it re-opens on the next launch.
