[cdt-dev] Including codan feature instead of codan plugins

Hi,

I'm looking at
  releng/org.eclipse.cdt-feature/feature.xml
and
  releng/org.eclipse.cdt.platform-feature/feature.xml

>From what I can see, cdt-feature contains a list of all other features, while platform-feature contains a list of the plugins
that don't have their own feature.

So, I was thinking that instead of putting the Codan plugins in platform-feature, we should put the codan-feature
in the cdt-feature.

But I'm new to this stuff.
Does it make sense?
