Wind River's includes a "browse to source" button that brings up a
wizard in a dialog. This wizard first has the user browse to the file
then creates a source container based on the file found and the
debugger path. Wind River's source containers are somewhat different
than CDTs, otherwise this wizard would be directly contributable.

Wind river overrides the source not found editor by using a custom
source lookup director, so that may be an option for you. The other
place where the source not found editor is referenced is in
CDebugModelPresentation, would you be able to override this class
instead?

Since I am not altering the workflow if the not found file is a
translation unit, referencing the constant there is not an issue (yet).
