The master zip always gets generated even if there are compile errors. There is logic in the build script to do as John did and skip the tests if it finds compile errors. But I'm sending this from my phone and can't check right now.

the tests aren't run:

I notice this build contained commits to:
 all/org.eclipse.cdt.testing/test.xml
 all/org.eclipse.cdt.testing-feature/feature.xml
for codan.
