Yep. I should have qualified that statement. For those of us not  
wanting to "tweak" an installation then we use VS 2008 Standard  
Edition or Higher. For those that like to tweak, twiddle and monkey  
with an installation it definitely IS possible to have VS Express  
build 64 bit apps.
