AFAIK, there is no tool that incrementally updates a PSF. You
pretty much just have to select all of the projects that are already in
the PSF, then use the export wizard ("Team -> PSF") to
overwrite it with the new set.
But what I do in these situations is just to select the new projects to
add, export them to a scratch PSF, then copy/paste the few lines of XML
into the PSF that I want to update. It has worked well for
me.
